Ukraine has given up joining any military alliance, said Dmitry Mezinsky, head of the Russian delegation, after the first day of the fifth round of talks between Russia and Ukraine. He also said Ukraine would renounce the presence of foreign military bases and troops on its territory and would not hold military exercises without consulting Russia and its security guarantees. In an interview with the media, Andrei Podolyak, an adviser to the Ukrainian president's office, said Ukraine could become a neutral state under the condition of military support from security guarantee states.
